Global GreenTag International Opens Public Consultation on Interior Floor Covering Product Category Rules

Manufacturers, industry professionals and technical experts are invited to provide feedback on the updated Interior Floor Covering Sub-PCR under the Global GreenTag International Environmental Product Declaration (EPD) Program.

Global GreenTag International has opened a 30-day public consultation on its Interior Floor Covering Sub-PCR: 2026 IFC, inviting manufacturers, flooring industry representatives, Life Cycle Assessment (LCA) consultants, architects, designers, specifiers, researchers and other interested stakeholders to review and provide feedback on the draft Product Category Rules (PCR).

Developed under the Global GreenTag International Environmental Product Declaration (EPD) Program, the Sub-PCR establishes product-specific requirements for developing Type III Environmental Product Declarations in accordance with ISO 14025, EN 15804+A2:2019 and ISO 21930.

Product Category Rules are fundamental to developing consistent, transparent and scientifically robust EPDs. They establish the requirements for conducting Life Cycle Assessments and reporting environmental information, supporting greater consistency and comparability between products within a defined category.

The updated Interior Floor Covering Sub-PCR is intended to guide the development of EPDs for flooring products supplied to building and interior construction markets internationally.

Product Scope

The draft Sub-PCR covers a broad range of interior floor coverings for residential, commercial and other building applications, including:

• Carpet, textile flooring, felting, underlays and backing materials.
• Resilient floor coverings, including vinyl, rubber and polymer-based products.
• Wood, fibre, fabric and composite flooring materials.
• Flooring products designed for dry, wet and moisture-resistant applications.

The proposed rules address environmental performance across the product life cycle, from raw material acquisition and manufacturing through to transportation, installation, use and end-of-life management, including relevant reuse, recovery and recycling scenarios beyond the system boundary.

They also establish requirements for declared and functional units, reference conditions and relevant technical standards to support consistent environmental reporting.

Supporting Reliable Environmental Product Information

For manufacturers, clearly defined Product Category Rules provide a consistent technical framework for preparing EPDs and communicating verified environmental information to the market.

For architects, designers, specifiers, developers and procurement professionals, EPDs developed under harmonised rules can provide more consistent life cycle environmental data to inform product assessments, specification decisions and building sustainability objectives.

Global GreenTag International encourages broad industry participation to ensure the updated rules reflect current flooring materials, manufacturing practices, technical requirements and relevant environmental considerations.
