Global GreenTag International Invites Public Comment on New Recycled Content and Circularity Declaration (RC2D) Standard

Public consultation on new RC2D Standard and Declaration opens 7 July 2026 and closes Friday, 7 August 2026

• Intended for use by manufacturers, auditors, certification bodies, procurement professionals and other organisations seeking to validate recycled content claims for products supplied within Australia and international markets.

Global GreenTag International is inviting manufacturers, industry associations, procurement professionals, specifiers, government agencies, researchers and other interested stakeholders to participate in a 30-day public consultation on the draft RC2D (Recycled Content and Circularity Declaration) Standard—a new science-based framework designed to strengthen confidence in recycled content claims and support the transition to a circular economy.

Opening for public consultation on Tuesday, 7 July 2026, the draft RC2D Standard provides a transparent and independently verifiable framework for recognising and rewarding the use of recycled materials in manufactured products across the construction, interior fitout and consumer product sectors.
The consultation period will remain open for 30 days, closing on Friday, 7 August 2026.

The RC2D Standard has been developed to provide manufacturers, specifiers, procurement professionals, green building rating bodies and certifiers with a robust, evidence-based approach to assessing and verifying recycled content claims. By establishing consistent methodologies and verification requirements, the Standard aims to support informed product selection decisions that contribute to measurable circular economy outcomes.

The development of this new Standard responds to growing market demand for greater transparency and integrity around recycled content claims and build greater confidence throughout supply chains.

Public consultation is an essential part of developing a robust Standard. We encourage all interested stakeholders to review the draft and contribute their expertise to ensure the framework is practical, technically sound and responsive to industry needs.

Purpose of the RC2D Standard

The draft Standard has been developed to:

• Define a transparent, auditable process for verifying recycled content in products and materials at the manufacturer level.
• Provide guidance for calculating and substantiating claims relating to post-consumer and pre-consumer recycled content.
• Support alignment with international best practice and national consumer protection requirements.
• Enable manufacturers to demonstrate circular economy performance and responsible material use throughout supply chains.

Broad Industry Application

The RC2D Standard applies to all manufactured products and components where recycled content claims are made, including:

• Finished goods, intermediate components and packaging.
• Products manufactured from plastics, metals, paper, textiles, glass, composites and other material types.
• Both self-declared (Type II) environmental claims and independently third-party verified claims.

The Standard specifies:

• Definitions and classifications of recycled content.
• Acceptable chain of custody models, including segregation and mass balance approaches.
• Quantification methodologies.
• Evidence and documentation requirements.
• Labelling and communication protocols.

Invitation to Participate

Global GreenTag International welcomes feedback from all interested stakeholders during the consultation period. Contributions received will be carefully reviewed and considered before the Standard is finalised.
